Best options for airbender temporary tattoos/clothing in LA?

I'm trying to create an pretty good airbender/air nomad costume for halloween. In particular I'm looking for advice on people I might turn to in Los Angeles to temporarily give me the iconic arrow tattoos. Do I want body paint? Henna tattoos? Something else? What do I need to be aware of if I've never done anything like this before? Also interested in any tips for putting together the red/yellow outfit -- either pieces I could buy off the shelf (over the internet or locally) that are close, or people I could go to.

We're not very serious cosplayers, so we've made do with blue painter's tape (aka masking tape). Definitely cheap & itchy, not for folks with latex allergy.

If you want to go the makeup/paint route, I strongly recommend going to Cinema Secrets and asking their advice - Mr. Logical decided he wanted to do a costume involving significant makeup, and they were super helpful in advising us what to buy and use. We did a test run of the prep/paint/powder sequence they recommended, and didn't have any issues with him sweating off the makeup or it rubbing off once the powder and fixative was on. Admittedly the supplies were a bit pricey, but it's definitely higher quality than average Halloween makeup I've seen.
