Andrew Bird uses whistling copiously in his compositions. Masterfade is one of my favorite examples...Oh No is another good one.

It's not a pop song but I can't not always shout out I Must Not Think Bad Thoughts by X. The whistling is at the end.

Mania's "Looking for a Place". They were a minor and mostly overlooked (#29! No bullet!) part of the Xenomania collective that produced Girls Aloud and the Sugababes. That hook's pretty indelible, though.

Not sure that it counts as a pop song precisely but the Frankie Knuckles song "The Whistle Song" is indeed very whistley.

Are Broadway show tunes considered pop? If so, I Whistle a Happy Tune from "The King And I". And of course, the original might be the Seven Dwarfs singing Whistle While You Work.

I'm guessing his material's much to archaic for most MeFites' consideration but Al Jolson was a great whistler. An old listing of his essential tracks has links to streaming RealAudio.

Not entirely sure this counts as pop per se, but if you'd like to hear something in the vein of breezy, acoustic, island-style music that's pretty catchy, Jack Johnson and Paula Fuga's duet on Country Road has a nice whistling section in the middle. You can find a studio cut on 1% for the Planet, The Music (Vol. 1), and another slower version with rawer vocals on Paula Fuga's album Misery's End. Just my two cents.
