Make DVDs from MP4s?

I need DVD authoring software that can create DVDs from individual MP4 clips. Paid or free is A-OK
Something that basically does what Windows DVD maker does, but instead of using WMVs (which is the ONLY thing WinDVD will use) it can write the DVDs using MP4s as the source files.
At the end of the day, I need a DVD that will play in a DVD player that contains scenes/chapters created from individual MP4 files.
It would be nice if I can make a custom menu style that it will remember as well.
Changing the formats (MP4 to WMV) is NOT an option.

Older program, but DVD Flick works great, is free, and can do menus. I've been using it for years.

I think you're looking at a two-step process.
I use an outdated version of TMPEGEncoder, because the place I work at bought it years ago and it still works pretty damn well. Then you send it to IMGBurn, because it's free and awesome.

ConvertXToDVD is quite useful. Worth the price (or the pirating).
