I've recently been trying to think of modern songs that have the sort of throwback doo-wop / torch song / jazz vocal feel that you find a lot in David Lynch soundtracks, for example... Falling, by Julee Cruise, and I'm Waiting Here, by Lynch and Lykke Li. Some other examples might be Lord Knows Best, by Dirty Beaches, and Wicked Games, by Chris Isaak. I'd prefer more contemporary stuff (like 80s and up), and it's a plus if it's on Spotify.

Not jazzy, not doo-wop, but it doesn't get torchier than this. Elvis Costello and Burt Bachrach, God Give Me Strength.

"Smoke Rings" by KD Lang, and lots of other music from her Drag album.

I've always thought "Stepping Stone" by Duffy had that feel.

Nicole Willis and Soul Investigators - No One's Gonna Love You. According to Google it's on Spotify but I don't have an account there so I'm unable to verify that.

David Bowie's "Drive-In Saturday" is a pretty straightforward example.

From the doo-wop angle, I'd go for TV On The Radio's cover of Mr. Grieves, though it's a cappella. (Dense a cappella, though.)

The Caretaker's music is completely made of samples from 1930s jazz, which might also be a help.

Six Days by DJ Shadow might also be what you want. You could also dig into the rest of his ouevre. Bodd mentioned Portishead already, and given the breadth of the time period you've specified, pretty much any trip-hop album might fit the bill. Maybe try Teardrop by Massive Attack? (My gf suggests that Protection might be a better fit.)

Getting into the weirder end of the spectrum, you might want to try Too Dry To Cry or some other songs by Willis Earl Beal. The production might not be what you imagine, but the vocals could hit the spot.

It might be too darn '80s for you, but M83's Saturdays = Youth might be what you want. (Kim & Jessie is a representative track.)

Oh yeah! It's perhaps not futuristic enough, but Joe Jackson's A Slow Song is a legit, post-1980 torch song. And Mazzy Star's Fade Into You while similarly not particularly futuristic in its instrumentation, has a kind of dense sound and very breathy female vocals. And Slowdive was a shoegaze band that sometimes kept its vocals at the surface of its mixes. (Crazy For You, When The Sun Hits)

To go back to the 1980s thing, maybe A Real Hero and other music from the soundtrack to Drive. And actually, the entire Italians Do It Better label might be worth a check if that 1980s synthy fullness will do it. Here's Cherry by The Chromatics.

You mentioned "Falling." I think "The Nightingale" also by Julee Cruise, fits your theme perfectly.
Portishead's been mentioned, for good reason. "Sour Times" immediately came to mind.
"Life In Mono" by Mono works too.

The Trailer Trash Tracys' song "Wish You Were Red" is almost an impersonation of the Julee Cruise stuff from Twin Peaks--the rest of the album did not grab me, but it is on Spotify.
