What's the story on roadside poetry in the Philippines?

My boss wants to know:

The Joyce Kilmer poem TREES is stanza by stanza on eight different poles on the right side leaving General Santos Airport on Mindanao. It's always been a mystery how the heck they got there and who placed them (the city? etc) The letters are glued on to 4'x6' plates and some of the letters are peeling off.

I don't have a jpeg, alas.

Best answer: This site appears to have pics of a similar situation (not 4'x6' plates), and cites the Luntiang Pilipinas Environmental Society (whose website seems to be down) as the source.
