A Billboard Lovely as a Tree?

What's the story on roadside poetry in the Philippines?
My boss wants to know:
The Joyce Kilmer poem TREES is stanza by stanza on eight different poles on the right side leaving General Santos Airport on Mindanao. It's always been a mystery how the heck they got there and who placed them (the city? etc) The letters are glued on to 4'x6' plates and some of the letters are peeling off.
I don't have a jpeg, alas.

Response by poster: Bless you! Thanks very much! I'll see if I can call the Environmental Society later tonight.
