ID a song, clip inside

Help me identify an old song. I've recorded a small clip of the melody.
Here's the clip.
It sounded at the very beginning, like somebody whistling it, and then a male voice begun singing. Pop rock. Must be from the 80s or early 90s. Reminds me of a certain period of my childhood, I want to hear it back. I guess this should be easy for the hive mind. Thank you!

I can remember most of the song, but I fail to remember any of the lyrics. My musical abilities aren't enough to reproduce the whole song, but the clip I made is very close as how it begins.
Is there any other way I can identify the song?

Best answer: FOUND IT! I recalled it said something like "lay your money down" and went thru an extensive Google search.
It's Gino Vannelli's "Persona Non Grata". Seems it wasn't that popular after all, heh.
