In summary, this is a tough market that requires a lot of time and papers to find something you're satisfied with. Or a lot of money.
Do you speak French?
Try appartager.com or colocation.fr to find a room in a shared flat. Besides having a built-in social life, this generally gives you access to fully equipped kitchens, avoids a lot of paperwork. Living in shared flats is really common here because rent is ungodly expensive.
Try leboncoin or kikiji to find a sublet from someone who will be away for the summer.
A lot of people will be on vacation in these months, so you may get a good deal relative to people coming during other times of the year.
Are you a couchsurfer?
I know of more than one person who found a room through CS, or like you has spent a month or two in the city hopping around every few days. Gives you a new perspective of the city, for sure!

Are you going to study at a university there? The university should have information about accommodation for visiting students (either accommodation they provide or where to start looking).

You should contact the Cité U; they specialize in these sorts of situations.

I would put an ad on Craigslist. I found an apartment in Paris this way. Make sure to have your friend mention that he is a PhD student; that might help.
