Refinery cold start article in Wired?

In the past 6-9 months, I read an issue of (I believe) Wired Magazine that included an awesome multi-page diagram of the steps required to restart an oil/gas refinery after an emergency shutdown due to hurricanes. Which issue of Wired is this in?

My local library is missing every issue from 2010, I haven't found it at the office, and I spent a while reading headlines from past issues at Wired.com to try and figure out where it is. I suspect that it's a 2-4 page print-only feature, which makes it hard to locate online. Once I know which issue it's in, I can request it from a library that has it, or maybe it's online and I just haven't found it yet!

My memory says it was last October's issue with the electric car on the cover...but I've not been able to find any backup on this as I tossed that issue a few months ago.

Best answer: I can confirm that inturnaround is correct. It is in the October 2010 issue on page 48.
