Well, not to sound rude, but Eyeda (who recently passed away) SHOULD be number one on here - he's from Saint Paul, but Eyedea + DJ Abilities album, First Born is phenomenal...

IRepSTL.com appears to be a blog of all STL hip hop artists, including Tef Poe and WhiteOut.

Also, Lamar Harris seems to be doing something noteworthy.
