Where are these old buttons from?

I have these old buttons from my grandmother. They look like they are from the military but I'm not sure. Does anyone know where these are from?

Eagles plus anchors = US Navy, as far as I know.

Looks an awful lot like these WW-2 Navy Officer's buttons.

Except the eagle is facing to the right instead of to the left. Weird.

Upon re-reading my first link above, I find this key piece of information:
On May 14, 1941 the Navy ordered that the head of the eagle face its right side. Buttons made prior to that date generally face left.
Since the eagles' left is the viewers' right, and your buttons have eagles facing to the viewers' right, they would appear to be pre-1941 US Navy buttons.
