Children's book about a bird and a bomb?

I'm trying to remember a children's book. There is an explosive so powerful that a single grain of it would cause a huge blast. It is in the possession of a sinister person. Our tiny hero rides a bird, steals the explosive, and (spoiler) drops it in the ocean, where it detonates relatively harmlessly.
I think those basic details are correct. I was awfully young though when it was read to me. I also have the feeling that it was written by someone who's much better known for other works.
Any ideas?

I should have linked to the Amazon page of the book, there are more descriptions and reviews at the bottom - the kid shrinks, rides a seagull, and saves the world from a bomb.
