Best website for getting a small art project completed?

What is the best website to post a small art/design job, with a way to do secure payment and to see examples of prior work?
Ideally I'd like a site that:
1. Facilitates payment (I guess I could get a PayPal account if needed - but if the site has a mechanism to pay by credit card without PayPal that would be even better).
2. Allows me to see examples of prior work, or see reviews of work before I pay.
There seem to be a lot of micro job / design / freelancer sites out there - I guess I'm looking for recommendations on one that works well based on your experience. In terms of scale - the job is to use the blank Toy-A-Day template, and using existing photos of some friends, make caricature toys of 8 or so people.
(also would be happy to re-post to MeFi Jobs section if more appropriate, though I thought it's probably too small a gig and Jobs doesn't have a review/payment mechanism)
