Is the Merle Haggard song "That's the Way Love Goes" a break up song?

Art exists when you interact with the piece. If it feels like a breakup song to you, it's a breakup song.

Yes; it's sad, it's hopeful, it's what it is. As an aside, it's a Lefty Frizzell song.
