Identify death penalty movie from 1978-1983

I have searched and searched to no avail. I am looking for a possibly made for tv movie that would have aired during the late 70's / early 80's in the US. The part of the commercial I remember, has a man in a gas chamber screaming "I was framed!". That's all I remember.
