what is the name of this awesome song and have any jamaican ska bands ever covered it ?

I say this because of the songs inherent wonderfulness and imagine that maybe some rocksteady band in the 60's must have done a lee perry/echo chambered version of it surely ?

It's the Mitzvah Tantz. As far as covers, well, the Hasidic community's self-imposed separation will make this a challenge indeed.

Oh, not at all. Joy, and the expression there of is one of the founding concepts of Hasidism. The problem is that dissemination of Hasidic practices and so on is a very recent phenomenon; I genuinely have no idea where a outsider of the community would have even obtained footage like this before the dawn of YouTube.

Best answer: Thanks for sharing this amazing footage; it has improved my day, and I too would love to hear a ska version (though the Satmars probably wouldn't).

As Adam mentions, while you may not find this exact song covered, Matisyahu definitely has songs in the genre bending style of hassidic ska/dub/reggae.
