purpose of clipper lever?

What is the purpose of the lever on hair clippers?
missmagenta is right - remove the clipper guard and move the lever and you'll see the two cutting blades move relative to each other.
Admittedly if you have a guard on, the lever will only make a very small length difference, but when you're doing short cutting (I use hair clippers to trim my beard) the difference can be more visible.

In addition to fine-tuning the cutting length, I'm sure I remember reading somewhere that because it changes which portion of the blade is doing the actual cutting, you should vary the position of the lever so that you use the blade evenly, prolonging its sharpness.

Response by poster: What length range does the lever only allow?

Varies from model to model, but mine goes from 0.8 to 2.8 mm.

Let's not forget that it helps work the oil into the blade/motor.
