Shay?

[OffensiveSlangFilter] What exactly does "shay," as in "shay whitey," mean? From whence does it come?

I think it was "Chez Whitey", from the old Fox show "In Living Color." It was the name of the fancy restaurant where the white people went to eat.

BTW, "chez" is French for "at the house of". If I went to your house I would say I was "chez callmejay".

In what context are you hearing people say "Chez Whitey"? How would it be used in a sentence?

knave is correct, although a less literal translation would be "place", where "Chez Joe" would be "Joe's Place", which in context is as likely to be a restaurant as someone's home.
