Google failed, perhaps the MeFi community would come to rescue: Who said [something like]: "Art is the event of the coming of the Other" (Derrida said similar things about Language). Thank you.

Sounds like it might be Alain Badiou, but without context it's impossible to give the phrase enough meaning to know for sure.
