Workfilter: Does anyone know what a Proposed EPA Mechanism document is?

I am filling out an unreasonably complicated contracting form so the small company I work for can accept contracts from government agencies. It asks us to upload various documents, but provides no explanation as to what they are or even what format to put them in.
I have been relying on Google searches to figure these out, but one eludes me: Proposed EPA Mechanism document (including supporting documentation.) Any one know what this is?

Yes, EPA = Economic Price Adjustment. When we contract for fluid milk, for example, we insert an EPA clause into the contract. It says we will adjust the price (weekly, monthly, quarterly) using a specified index. Is this example we might agree to use a published USDA index.
