Sioux Falls has a larger population, so more people must want to live there, ergo it must be better!
(While this is a rather contrived syllogism, the OP didn't give too much other info...)

Best answer: I've driven through both. Based on this extensive experience, I say Fargo is better.

Best answer: I've performed intensive inspection of both cities via Google Maps and Wikipedia. Based on this detailed analysis, I say Sioux Falls is better.

Best answer: I have also driven through both, and would say Sioux Falls is better, but mainly because it's not (quite) as isolated as Fargo.
