Tagging

Can anyone help me find a personal information management utility that will let me "tag" different items (with multiple tags), much as one can do with photos in Adobe Photoshop Album? I'd like to be able to keep track of things by tags, not just a simple hierarchical tree and searching. My Google-fu is not powerful enough to find what I am looking for - the closest I have come is finding flags in ActionOutline, but they aren't customizable or useful for finding things.

this is the kind of thing coming in the next windows release, and also available (i believe) in resier fs on linux (and on beos) - you will be able to associate info with files on your disk.

Not really a good example of a personal solution, but I believe the document-management features of Microsoft SharePoint include tagging files with keywords. I hope to see this made more accessible to us in the next Windows.
