Can a Canon CB-2LV battery charger with output of 4.2v 0.65A safely charge a Canon Battery Pack NB-5L 3.7V 1120mAh(Li-ion) if I cut the little bits of plastic stopping me out of the way?

probably. I had some later smaller batteries I charged using an earlier, smaller charger, after gluing some bits of a cabletie to the battery.

The worst that can happen is that they don't charge.

4.2 is around half a volt more than 3.7, so that's good.

try it.

The worst that can happen is that it blows up. Lithium Ion batteries do not like being overcharged or quickly discharged. I don't know anything about this charger or the battery (maybe the safety circuit is integrated into the battery pack) but it is possible, if things go wrong, to have a small fire or explosion on your hands.
