Dandified Dogs Get Off The Island?

Hey Hivemind, help me find the title and author of this book:

Science fiction/magical realism book by a female author. About a mad scientist on an island who creates dogs who can speak English and walk on two legs.

Dogs go insane, kill doctor and create their own society. Dogs also wear dandified clothing, i.e. velvet coats and ruffled collars.

Possible female protagonist (sociologist?) sent as envoy to new dog society.

Yep, I second that. I don't think it's an island in Lives of the Monster Dogs, but that part you may be mixing with The Island of Dr. Moreau?

Awesome book, by the way! I wonder if she's written anything else.

Oh excellent! I saw this book in a secondhand bookshop about ten years ago. When I came back the following day, it was gone, and I've been trying to track it down ever since. Unfortunately I misremembered the title as Last of the Giant Dogs and couldn't trace it on Google or Amazon.

Not only can AskMeFi answer your questions, it can even answer the questions you never got around to asking.
