This is really difficult as Venezuela has quite strict regulations about advertising under the Ley del Ejercicio de la Medicina. Also I don't know if you speak Spanish and/or want personal recommendations which I can't provide.

What I can say as someone involved professionally in the regulation & training of surgeons in the UK (who speaks Sp[anish) is the best thing to do is check that they are a member of the "Sociedad Venezolana de Cirugía Plástica, Reconstructiva, Estética y Maxilofacial" and any other professional bodies like IPRAS. The prohibition on advertising is similar to the UK and the way surgeons get around that is by putting up educational patient information websites.

This guy, for example, seems to operate in Miami (as quite a few do) which implies he's American Board certified, and if you look at his CV at the bottom of the page, he is not only a member of most of the professional bodies one would expect but as regards your "famous" requirement he says he is the official Plastic Surgeon of the Miss Venezuela contest
Cirujano Plástico Oficial de la Organización Miss Venezuela.

But really at the end of the day word of mounth recommendations having ascertained the surgeons is a member of all the appropriate professional bodies is the best way to go.

Do you want "the most famous" because you're writing an article and need to interview someone? Because that would be the official plastic surgeon of the Miss Venezuela contest whom Wilder identified.

Or do you want "the most highly regarded by patients and colleagues" for someone who is actually seeking treatment? Because the chances that that person is the same as "the most famous" are pretty minimal--in general, the highest-profile plastic surgeons are not the best. It's certainly possible that this gentleman may be both the best and the most famous plastic surgeon in Venezuela, but that would be a coincidence in that case.
