It's a TVR Vixen.

Probably an Series 3 or 4.

my money would be on a Mini based kit car - partly because it kindof but not really reminds me of the Mini Marcos...

Any idea of location?

It's a bit later than a Vixen - a TVR 3000S from 78-79. And yes, in Florida (the car in the photograph is on Pensacola Beach).

according to jonathanbell's link, the very picture is on the page, and it's a 1974 TVR 2500M - but with all the identifying details badly scrubbed out.
