What the phlox?

Plant ID: Are these phlox?

I think I planted Phlox stolonifera 'Bruce's White' where these shoots are coming up. But the little starts I'd bought were green and I don't remember them being hairy. They didn't grow at all last year and I thought they were done for. Is this what creeping phlox looks like when it comes up?

It's a shady area and I tend to plant things that have fragrant white flowers, so other guesses are welcome if these aren't phlox. Astilbe maybe?

Best answer: yup, thats astilbe. I've got some coming up right now in zone 5.
