Where can I find this dress?

You could always join Etsy and ask someone to make it for you in the Custom/Alchemy section. Very easy. People who can make it for you will submit descriptions, cost and time to complete, and you pick one person, they make the dress to your specs.

Try googling the phrase "Renaissance Chemise". You'll find a lot of stuff that's the right shape that's made for Renaissance fairs. Here are just a few options that come up. The light blue color might be a little harder to find. If you go with something that's white and 100% cotton or rayon, you can dye it at home with Rit dye (try Evening Blue). Which isn't as difficult as it sounds.

I would try a medival reproduction kind of place. Here is one example. A Chemise I think its probably a drawing of a chemise, a slip type thing. On the page where the drawing is linked there is a button "Women's Chemise" and there are lots of similar items.

Nthing that it's just a simple chemise. Simplicity used to have a pattern for a dress just like that included with pattern 8192 (you can see the cover image here--and I'm waring it in this ancient, poorly scanned photo here with a red bodice). If you can find the pattern, you could make it fairly easily if you know how to sew. It was an extremely simple pattern that, at fourteen and as a novice sewer, I had no problem with. Or, Ebay.

Can't really tell what's going on with the sleeves there, but there's, say, this (choosing the pale blue colour, worn without the wraparound ribbon) if you want them to be long and drapy. Or this for a bit less drapiness, though they are gathered in a bit.
