More questions about software for making a paint-by-numbers kit

I want to convert a photograph into a paint-by-number kit.
I have seen this AskMe about using Photoshop or Illustrator to do this, but I don't want to spend hundreds of dollars buying one of those.
1. If I download a trial version of Photoshop or Illustrator, will it let me create a useable, printable product? They take so long to download, I thought I'd ask first.
2. Alternatively, Googling reveals a whole bunch of dedicated paint-by-numbers applications. Does anybody have experience with any of these?
3. Any other ideas for getting this done relatively quickly and cheaply?
I'm on a Mac.

There's a tutorial in the first issue of Craft magazine (I'll miss you, Craft!) which you may be able to access here (I don't seem to be signed in as a subscriber, but it may be remembering a cookie). It starts on page 141 and seems to be fairly easy, although I haven't tried it.
It may be possible you can use GIMP to do this, too, with some adjustments to the instructions.

Trial versions of Adobe products are fully functional for 30 days.
