Where to rent a computer and cell phone in NYC?

What's the best and cheapest way to rent a PC laptop and cell phone in NYC?
A friend of mine is visiting from abroad and didnt have a laptop he could bring with him but found that he needs to do some graphic design work for him job back home while he's here. Back in Israel you can apparently go to internet cafes or use computers at a university where you can install the programs you need (he brought his own copy of Photoshop with him) and then the computer erases the software when you log out. I've never heard of this and cant think of any internet cafes in NYC where this can be done, but maybe it exists? Failing that, does anyone here know a cheap but reliable place to rent laptops? He can only afford to pay about 10 bucks a day. Also, where is a good place to rent a cellphone?
I tried googling this stuff but I'm looking to the hive to help us sort through the man. Thanks

Get a pay-as-you-go cellphone from any major provider. No contract, very low initial cost, and you can get as low as 10 cents/minute.

It might be cost-effective to buy a new computer now, and sell it when he's done, possibly in Israel. Figuring in customs, sometimes, they're much more expensive in other countries.

Buy a laptop from a place like circuit city, return it before the return time is out. No cost.
