Designed and built in-house by their own staff.

Yep. Used to know somebody that worked on it. All in-house.

Best answer: So alas, it wasn't really designed in-house, at least not wholly -- the strategy and the interaction design of the redesigned CNN.com was done by Adaptive Path about a year and a half or two years ago. There were two case studies published about the redesign (1, 2); that second link also containing slides and audio of the case study session. IIRC, in that presentation is the little nugget that MeFi's own jjg led the redesign team...
