"I Me Me I" performance art on the Gong Show - who was it?

Can you help me identify this artist and, even better, find this clip? A young man in pancake white wearing a tire held up by suspenders. He stands behind a lense that magnifies his head. He squashes food on his head and says 'I... Me, Me I! I... Me... Me I!' and the like. He gets the gong.

Looks and sounds like a Kipper Kids performance but there was only one man not two and he didn't look or sound like either Kipper Kid.

I vaguely remember this guy - it seems to me he was sprinkling white powder on the tire during his act (talcum? powedered sugar?) in order to make it look like a giant doughnut.
