Turbulence effects in Photoshop?

Are there any filters that can reproduce the turb effects created in Matador Sprite (1997) in a modern version of Photoshop (or similar)?

A senior artist where I work uses a Silicon Graphics Indigo2 machine alongside his regular workstation as it runs Matador Sprite which he uses to create or edit textures. He favours the turbulence effects it has and its adjustable blurring brushes, as well as a few other features. Is there anyone that creates plugins for Photoshop that could recreate such effects or enhance the effects already installed?

It might be helpful if you want to get information about pre-existing packages that duplicate the effect for you to link to some images that show off what the filter does. Everyone else has gotten rid of their SGI workstations a long time ago.
