Repeat after me. Write down the movies you see.

Name the movie based on the only scene I can remember. An American woman is driving a car while listening to a foreign language learning tape but she is repeating the English phrases.
She's a character actor who always plays a dumb blonde.

This may also be in a movie, but it was definitely a scene in an episode of Reno 911: Episode 1x7 Weigel Suicide Watch , where Weigel (Kerri Kenney) repeats the english parts on a book-on-tape as she pulls into her garage, eventually passing out from the exhaust, which is mistaken for an suicide attempt.

Maybe I had watched that while staying in a hotel (I don't have cable at home). Must be it.

Nope. I spoke too soon. The woman who played in this scene was definitely Jennifer Coolidge.

I've seen several of the movies under her IMDB listing but I still can't figure out which one had that scene in it. I know it was at the beginning of the movie.

I'd have to watch it again to make sure, but I'm leaning toward one of the Christopher Guest films.
Now, who borrowed it from whom?

I don't recall Jennifer Coolidge doing that in any of Christopher Guest's movies.

Working totally from memory here, but I think you want Louis de Malle's Atlantic City, with Susan Sarandon and Burt Lancaster. Susan Sarandon's character is trying to learn French, and she repeats the lines from a pre-walkman cassette player.
Unless it was really Jennifer Coolidge, and I am totally wrong.
