what is the simplest video editing program for the pc? with a minimal amount of effects such as dissolves etc?

For PC... I'd say the first version of Windows MovieMaker

VirtualDub is great and free, but I don't know if it does effects. Great for clips and reencoding, tho.

Adobe Premiere Pro is very intuitive. If you've used past versions of Premiere, this is not the same application. It's a completely new editor. Adobe just gave it the name of their old one.

If I was someone else, I might recommed that you buy the Premiere Pro Editors Workbook with it, but since I wrote that book, it would be wrong for me to recommend it. :-)

I second VirtualDub if all you're doing is linear editing. It has effects but I'm not certain about dissolves and stuff.
