Shark overfishing leading to stingray population boom?

What dying bay/estuary system am I thinking of?

A few months ago I read a story about a bay on the East coast where the scallop and seafood industry was hurting bad because of an overpopulation of stingrays, due to the overfishing of sharks, stingrays' main predators. What bay is it?
