Collecting body heat

Looking for a charming comic/cartoon that was on the back page of TIME sometime in 2004 or 2005. Maybe even 2006. An unassuming little chap goes around with some sort of contraption, collecting body heat: from the seats that others have vacated, etc. He gets chased out of town for being a weirdo - the following winter was a cold one.
