Help me find this animated short

I'd like to find the title and/or creator of this amazing Canadian animated short film. I saw it once, on TV, I believe it to be NFB sponsored production. I'm pretty sure its less than 7 years since it was made.
A person is rowing a boat on a lake, or perhaps skating on ice, when they falls below the surface. An intensely cool stream of of life events transpire over the next few minutes, and then they reach the surface again and draw a huge breath of air. I seem to recall the film maker was a woman, but I could be wrong.
Also: Since the gov't pays for these films, are they available online?

No fishtick, but thats somewhat oin the style of the animation as I recall.

Not necessarily. The NFB doesn't put their material online, but does categorize their holdings well, and invites inquiries about particular films. If anyone were to have the resources to find it, it'd be them!

This is probably not helpful, since this movie is neither animated nor Canadian, but from reading the description I could have sworn you were asking about An Occurence at Owl Creek Bridge.
