Looking for a children's book about a girl called Frank (not that one)

Asking on behalf of a friend, who writes: "In my youth I found a book that had the covers ripped off, and the last few pages torn out. It was about a girl called Frank, who never listened."

"The chapters featured different "morals" she learned like: brushing her teeth before bed with the help of a toothless dream tiger, wearing dresses / dressing up for parties, cleaning her room etc
i've been trying to google this but all that comes up is Anne Frank, and it's definitely not her."

One Mrs Piggle Wiggle character is a girl whose last name is Franklin, and the books are all about learning life lessons through unusual situations. I don't remember the dream tiger but there was one chapter about dressing up, I think, and definitely one (or several) about cleaning one's room.

Any ballpark timeframe on when it might have come out?

There were English-language variants of Struwwelpeter printed in the late 1800s and early 1900s like Slovenly Kate and Slovenly Betsy. I can't tell if there's any Franks in there.

Not Mrs Piggle Wiggle, unfortunately.
"The main character is one child (i think had one sibling) but more modern family and setting.
the tiger/large cat in her dream is definitely a major point in the story. The tiger is toothless and because of this toothless tiger the young girl learns to brush her teeth in the real world before bed.
it must've been published after 1995.
I remember reading it in year 2004 / 2005"
