Online account system for forms and payment

Does there exist a standalone service to create general online 'accounts' for users? One that could be used to submit payments and forms online?
I run a summer non-profit music camp. We have a great registration form online that is incredibly flexible and customized to our needs, but it only gathers data - it is not really easily update able or accessible by users/campers after they submit. The data is easily exported, and can even probably be hooked up to external services. The service is JotForm.
I am looking for a possible separate standalone system where users would have an online account to see their information, remit payment and upload a document or two. Could be hosted on our web server, we have wordpress installed on shared hosting, or it could be a separate web service. We currently take all online payments through PayPal, and that works just fine for us so no payment gateway needed.
We currently signed up with a larger more involved 'comprehensive' camp management service, but it is way too complicated for our small camp needs. Its very difficult to set up, and in general our camp operates differently than many summer camps so the software packages out there don't line up with our needs.
If this doesn't exist, how would we go about finding someone to build something like this for us? Who do we contact or search for?

You could definitely do this with a set of plugins on WordPress - look for membership ones.
