Tracking down a scifi show from the early days of crowdfunding

The plot as I recall revolves around a satellite/probe crashing into a modern-day (early 2000s) remote area (in Canada?). Turns out there are Russian people inside, and the only way that could be the case is if the USSR somehow had a secret base on the Moon for at least a generation. There was a self-run (i.e. before Kickstarter &c even existed) crowdfund campaign for it. My brain refuses to give me any title for it other than "Capricorn One", which is definitely not correct.

It's NOT For All Mankind. :P
