How To Send E-Gift Cards For Specific Items Internationally?

Part of my job is handling the logistics of sending computer hardware and other parts to people around the world. Right now I need a method to: Send specific LEGO set(s) to a person anywhere in the world. A simple gift card won't work because it needs to be specifically for LEGO sets, and we don't want them to be able to use it for any 'ol random thing.

In the US, Canada, much of Europe, this is easy- a LEGO e-gift card with a specific dollar value can work. However, I am running into roadblocks with Japan. It seems there is not an equivalent there. Thanks for reading!

I don't have any technical experience in this area, but as far as limiting the benefit to specific products you might look at it more like a coupon than a gift certificate or card. It does appear that Japan has a coupon culture, so finding out the rules around those is where I'd start.

@LSK - Yes, there are quite a lot of them! And there is some nuance to what sets folks are getting.
