So, bought the wrong stylus.... please hope us!

Teen DTMFA wanted a new stylus, for drawing on her device (she really enjoys digital art). In the horror of being inside a real store with real people pre-Christmas, we grabbed the wrong thing: a Bamboo Ink Plus stylus that is only compatible with "pen-enabled Windows 10 devices".
We have a two-fold question:
1) Does this mean she needs a graphic drawing tablet to use this stylus?
2) Does anyone have a recommendation for a specific drawing tablet that would plug into her laptop running Windows 10 (I guess one that plugged into her phone wouldn't work)? It would have to ship to Canada, and bonus if we could get it quickly through Amazon.ca despite the evilness of Amazon.
Thanks for any help, we know nothing about this and feel bad that her present isn't currently usable.

Best answer: I'm a bit confused - were you originally just trying to buy a stylus for her to draw on a phone or tablet with?
If so, then just get something like one of these.
For a graphics tablet + stylus that can connect to her Windows laptop and to many* Android (but not iOS) devices, this Huion tablet is one option. Note that this type of graphics tablet provides a different kind of experience than drawing directly on the screen. There are various similar models, most of which should work fine, but pay attention to the size - bigger is easier to draw on imho.
(*Make sure her phone model supports USB OTG - it probably does.)
If I understand correctly, the Bamboo Ink Plus stylus doesn't work with external graphics tablets at all - it's designed specifically to work on Windows touchscreen devices. You can look up a list of supported devices here.

Does her laptop have a touchscreen? (Sorry for all these questions, it’s complicated!)

Response by poster: Ah shoot.... thanks Trig. No, sadly her laptop doesn't have a touchscreen.... looks like we completely messed up with this purchase! We have now ordered her a normal stylus that works with her phone and will try to resell the other. Thanks for the help, happy holidays!

Capacitive screen stylus can be had for like 2 fo $9 on Amazon, and those are VERY good ones, full size pen, relatively small tip (not needle tip though). If you want needle tip those are maybe $10-15
The really cheap stylus (like a stubbie pencil) can be had for like a dozen for $5 on Amazon, IIRC.
