Peanut Butter on Head

Any idea on the title/details of a movie released in the early '90's about a kid who puts peanut butter on his head and his hair won't stop growing?
I remember my mother renting this movie that was extremely frightening at the time - apparently so scary that I forgot most of the details about it. God, I think it involved this boy going to a house and putting peanut butter on his bald head since an older guy told him it would grow his hair out. He did, and the hair wouldn't stop growing.
Perhaps I'm completely wrong on the details, but part of me would like to watch it again to see if it is, in fact, as terrifying as I remember.

My gods, yes! I was trying to remember this very movie just the other day. Scared the hell out of me back in the day. For some reason I think I've also had it confused with The 5,000 Fingers of Dr. T, though.

Freaky, freaky, freaky. Peanut butter and magical, moving paintings. I think it showed on the Disney channel at some point.

That movie scared the shit out of me as a kid, and I could never figure out why.
