Browsers Universally Borked on Laptop - Can't Figure Out What's Next

I haven't been able to figure out what's going on, but Firefox, Chrome, Edge and IE have developed severe problems that seem to rely on some universal element shared between them all. The row of icons above the new Google toolbar don't show. Some buttons don't work (such as 'Select All/None' on Google Takeout). Html5test just spirals endlessly. I've done most common sense things you can think of; the problem persists. Specifics under the fold.
I've tried Firefox and Firefox Safe Mode. I've tried Chrome. I've tried Edge and MSIE. I've tried a fresh Firefox profile. I've rebooted. Interestingly, Firefox Android on my Android phone, relying solely on Wifi (mobile data disabled), doesn't have the problem, so I assume it's not the router. I've tried it without any adblock. I've tried "regsvr32 jscript.dll" and "regsvr32 vbscript.dll" in a Powershell admin. I've tried a fresh install of Java. I've tried changing my DNS servers -- it was originally Google Public DNS, but I've tried my ISP's native one and OpenDNS.
What's happening? Well, various buttons don't respond to clicks, such as the 'Select None' button in Google Takeout. Some things aren't showing -- such as the audio controls on myNoise.net or the icons above your e-mail messages in Gmail. Html5Test.com seems to circle forever without producing any results.
The problem seems to persist even with a complete uninstall (using Revo Uninstaller) of Firefox and Chrome and a reinstallation of same.
I don't have a handle on where to do to fix this further. I'd appreciate ideas. I think the problem likely lies with something involved with HTML5 that's universally checked with all browsers, but I have no idea where to look.
