What about government funding for political ad campaigns?

What if all final political contenders receive no money or resources for ad's. Rather they each get a specific number of radio ads, tv ads, mailers, etc.
* What are the limitations to this concept? How could it be regulated and enforced?
* Why has this idea not been mentioned in the mainstream?
* And most importantly, do other countries have something similar setup? How is it working for them?
I guess in the United States it comes down to the first amendment rights, and legally not being able to prevent a campaign from spending money. Thus, what do other developed countries do and what works or doesn't work
