Can cats commit sexual assault? #MeowToo?

When a male cat mounts a female cat against her will, is that a form of sexual assault, and if so, should we do something about it?
This question was prompted by my wife. We have two cats: A male, Sammy (aka The Samster), and Stella (aka Stellar Kitty). Here they are being nice to each other.
They've both been fixed, but apparently nobody's explained that to them, because Sammy often tries to mount Stella. He climbs on top of her, bites her scruff, and starts humping away. She gets irritated, growls and hisses, and eventually throws him off with a swat or two before running away.
My wife says this is the cat version of sexual assault, and she thinks we should try to do something about it. I will usually move Sammy off Stella if I'm nearby, but I don't go out of my way to intervene. I feel like it's just cats being cats, but I admit that sounds a lot like "boys being boys."
So, MeFi, how seriously should this be taken, and should we take additional measures to prevent it?
