Name that 90's dystopian YA novel

I'm looking for a book I remember reading in middle school. It was fairly horrific dystopian YA set in the future, about two teens (both boys I think?) who go to... a summer camp, maybe? Of course it turns out to be more of a murder camp... Graphic details below the fold.

What I remember most clearly is a scene where either both teens witness or one teen describes seeing a group of teenage boys being drowned by being herded into a cage and submerged. It's pretty awful.
I think the main character has a sinister little sister who is trying to make sure that he's selected to die so that she can live? There might be a population control element in here.
I probably read this in sixth grade, meaning it was written before 1995.
I have no memory of the cover or author.
I'm pretty sure this is NOT The Grounding of Group 6, but it could be another Julian F Thompson novel, I can't find enough information to be sure. Maybe A Question of Survival?

I don't think it's The Butterfly Revolution, after reading the synopsis on Wikipedia. The book I'm thinking of definitely has organized mass murder of teenagers by adults in it.
