"Wifi doesn't have a valid IP configuration"

Yes, my 3-month-old laptop has succumbed to the Win 10 plague. Two weeks ago, no problem connecting to wifi. Now I can't, but my situation is rather unique so....
Let me say up front, I'm not optimistic. I've searched dozens of websites and forums, tried most of the "solutions" and nothing has worked. The unique part is, I'm in a hotel in Thailand. The wifi antenna is right outside my door. There was no issue when I was here two weeks ago. I've had no issue connecting in other countries, other public networks, previous to this.
Then I went to Hong Kong (no problem with the wifi) and China, started having some problems connecting because, duh, Google was my homepage. Eventually I borrowed an ethernet cable was was able to get online. Came back to Thailand and I'm not able to connect despite being in the same room I had before. When I click on the wifi icon, it says "no internet, secured".
Yet! Here I sit in the lobby and I have a connection.
To add to the confusion. Two weeks ago, my friend staying across the hall could not connect and one of the staff came, did something simple (ie not in Command Prompt) and voila, problem solved. He doesn't know what the guy did. He also left and came back to this hotel and his wifi continues to work.
When I came back, my elderly iPad Mini wouldn't connect to the wifi (again, two weeks ago, no problem) but the receptionist reset the modem and so it works but I still need a connection for my laptop to work in my room.
My laptop is the Acer Aspire E 15 with the 256 GB SSD. (btw, the screen sucks). The basic troubleshooter says my wifi adapter is working perfectly. I can connect to the hotel network(?) but not to the internet and the issue is "Wifi doesn't have a valid IP configuration"
Today I borrowed my friend's laptop, sat them side by side in my room. His had a connection and mine could not. I compared the network properties and the info was nearly identical... DHCP enabled, same DHCP server address, Default gateway, & DNS servers. His IPv4 address was slightly different, his was 10.0.0.188/24 and mine is 10.0.0.10/24.
Other stuff I've done (per forums and Microsoft Answers:
-the netsh winsock reset catalog thing
-the netsh int tcp set heuristics disabled thing
-the ipconfig /release/renew/flush dns thing
-restarted a gazillion times
-setting the IP address manually (not sure I had the correct numbers)
-reset my wifi adapter
-deleted the wifi adapter in the Device Manager and restarted
-searched for updates for the wifi adapter (no update but did download an older version of the driver)
-reset the network in the Settings
-"forget this network"
-changed the wifi channel
-uninstalled the only internet security software I'd put on, Panda Vaccine for USBs (people reported issues with add-on computer security programs)
-Allow computer to turn off this device (ie wifi adapter) to save power: unchecked
-oh, I generated a W/LAN report but can't make head nor tails of it and it's loooong.
-also, I've taken screenshots of Network Properties windows and various things I've done in Command Prompt.
So although I managed to get the modem reset once, and I myself unplugged the wifi router outside my room once, understandably in a hotel, the staff aren't willing to cut off all the other guests.
I just don't understand why I can connect here in the lobby and not in my room.

Was the SSID the same for in the lobby and in the room?
Also, if you travel a lot and have a lot of stored networks, I have seen where sometimes Windows will goof up the whole wireless profile store, and your best bet is to remove all your wireless networks.

Right click Start > Command Prompt (Admin) >
netsh wlan delete profile name=* i=*Also, make sure Windows says it's up to date, because the network weirdness bug is fixed. Go in to Windows Update (Start, Check for Updates) and make sure it turns in clean.
