How Does Public Radio Lobby?

I am looking at lobbying efforts by public radio. As I understand it, federal agencies and quasi-agencies that receive federal funds can't lobby Congress on their own behalf. But it is allowable for third parties to lobby, unsolicited, on their behalf.
I know public radio has had several web efforts that seem to lobby for public media, protectmypublicmedia.org, 170millionamericans.net and nationalpublicmedia,com. These site may not be difficult to research. But I am looking for other efforts that may not be so public.
Do you know of other efforts to lobby for public media by NPR, PRI, APM or PRX at the national (not at the local station) level?
