(How) to swamp greatagain.gov with spurrious job applications?

If someone wanted to overwhelm the white house transition team with bad applications for appointments, how would that work?
It seems likely that our next president will be a totally unqualified, vile incompetent. Out of his first transition meetings with our current POTUS it has been reported that he and his team failed to grasp the full scope of what would be required of them (notably that they would need to replace the entire white house staff and generally seem not to grasp the day to day of running the country).
I don't see any reason why I should help make an hard job any easier - so lets say, hypothetically, I wanted to put out a call to overwhelm the transition team with applications that would bear no fruit, what do I need to consider?
can anyone speak to the automated HR systems that they are likely to be using to process these applications? how much effort would be required to subvert the most basic detection (they are using captchas so I know that this effort would require real people to participate in uploading made up resumes etc)?
there is a note on the site stating: One should assume that all of the information provided during this process is ultimately subject to public disclosure, if requested under the Freedom of Information Act. Would it be worthwhile to submit applications from potentially embarrassing political rivals and historical figures? (I know, this assumes that his people are capable of shame which is likely false).
assume that I don't plan on doing this alone, but the main goal is to divert energy that would otherwise go to rolling back rights, denying the humanity of our citizens and resident, fast-tracking the destruction of the environment and starting wars in as many places as feasible. how would one go about setting this up?
